Importance of DCHB

The District Census Handbook (DCHB) is a critical publication prepared by the Census Organization. It serves as the most comprehensive source of grassroots-level data for every district in India. It is indispensable for administrative planning, policy formulation, and academic research, providing a complete profile of rural and urban areas.

What exactly is DCHB?

The District Census Handbook (DCHB) is not just a book of numbers; it is a detailed demographic and infrastructural directory. First published in 1951, it is updated every decade. It is divided into two main parts:

  • Part A (Village and Town Directory): Focuses on non-census data, detailing the availability of civic amenities, education, medical facilities, drinking water, and electricity at the village level.
  • Part B (Primary Census Abstract): Contains the core demographic data including population, literacy, and household amenities.

A Short Story: The Evolution of DCHB

Imagine an administrator in the 1950s trying to plan a new school without knowing how many children lived in a remote village. To solve this, the government initiated the DCHB. Over the decades, these handbooks have become the "bible" for local planning. From the 1971 census archives to the modernized digital formats of the 2011 census, the DCHB has continuously provided the exact data needed to connect remote villages (like those in West Bengal) to the nation's development grid.

Key Activities & Timeline (Nov 1 - Nov 30)

  • November 1: Official commencement of the Census Enumeration/DCHB Data Collection phase in designated districts (including West Bengal).
  • November 1 to 30: Door-to-door survey by Enumerators/Officers. Collection of village profiles, infrastructure data, and household amenities.
  • November 30: Deadline for the submission of the finalized DCHB forms and official sign-off by the authorized officer (Principal Investigator).

Detailed Description of DCHB

The 2027 DCHB format is highly structured. It captures everything from the terrain type of the village (plains, hilly, coastal) to the distance of the nearest statutory town. Enumerators use a standardized 9-category format (Annexures) to ensure no data is left behind. It ensures that policy-making is based on precise, localized data rather than broad estimates.
